Due to the COVID-19 situation in Hungary the Hungarian government has announced COVID-19 measures to take effect from midnight on 11th November 2020 until 11th January 2021, from which we would like to highlight the following:
- Higher education may be continued only in online form.
Further government measures include:
- Mask wearing in certain public areas is compulsory
- A curfew is instated between 8 p.m. and 5 a.m.
- All forms of assembly is forbidden.
- Restaurants must close, but food delivery and take-away remains an option.
- Shops and services (e.g., hairdressers) must close by 7 p.m.
- Family gatherings and private events can only be attended by a maximum of 10 people.
- Recreational facilities, including gyms, indoor swimming pools, museums, theatres and zoos must close.

Travel information
As the situation changes day-by-day and country-by-country some flights can be cancelled, or it is possible that there is no direct flight to Budapest or Debrecen International Airport.
Please look for alternative connections to Budapest Airport.
E.g. generally speaking there are connections from Frankfurt, Munich, Dubai, Istanbul, Doha, Amsterdam, Paris, London to Budapest.

1.1. In case you are from a VISA bound country
You may enter Hungary with a valid D-type VISA or a valid residence permit.
The University of Debrecen provides a certificate to all freshmen which confirms that the student will start the education at the University. Please print out the document and fill out the second part by hand (place of quarantine in Debrecen, list of transit countries etc.) and sign it. Make sure you have this document at hand in case the police requires it at the border.
Please check your local Hungarian Embassy’s websites regularly for more information on their VISA application procedure! The Embassies will publish all recent information on their website.
You will be obliged to undergo a medical examination at the border to check for signs of Covid-19 infection.

Please note that from 31 October 2020, University of Debrecen organizes PCR testing only for freshman Stipendium Hungaricum Scholars - if requested.
Without PCR testing the compulsory quarantine for everyone is 10 days! Quarantine obligation is ordered and checked by the local police. The University of Debrecen has no authority or role in this process.
If you are a SH freshman student, and want to be tested, please send an e-mail to troubleshooter@edu.unideb.hu with your date of arrival, exact name, date of birth, gender, mother's name, Neptun code, passport number, mobile phone number and e-mail address. Please send valid and complete data.
If you are not a SH freshman student, and want to be tested, you have to organize testing by yourself.
The list of official testing organizations can be found on this link.
Anyone (SH and not SH students as well!) deciding to have PCR tests, needs to inform the police about leaving the quarantine for PCR testing and about the place of the test 24 h in advance, by submitting an online form.
After receiving the PCR test result, all students need to inform the police about the result trough an online form.

1.2. In case you are from a non-VISA bound country
Your local Hungarian Embassy/Consulate/Representation will provide you with a certificate with which you will be able to enter the Schengen zone upon request.

You shall submit online a written entry request to the Hungarian Police. The entry request can be submitted in English or in Hungarian electronically only. You may submit the request here: https://ugyintezes.police.hu/en/uj-ugy-inditasa/

(On the first page of the form in order to fill in the "Point of entry" field correctly please start type "Liszt Ferenc" or "Debrecen" so that you will be able to pick the correct airport and terminal.)

In case a student already had COVID-19 infection within 6 month prior to arrival to Hungary and he/she can provide supporting medical documents, he/she can be exempted from quarantine.
In case you have no accommodation in Debrecen yet, please contact TroubleShooter University info point, they can help you to find private accommodation.
1.3. Additional information for Stipendium Hungaricum students
Stipendium Hungaricum Scholarship students can apply for a dormitory place but seats are extremely limited so they can also contact TroubleShooter to find private accommodation.
It is our definite request that all students respect COVID-19 regulations and restrictions of the University of Debrecen as the violation of these regulations may have serious consequences regarding your studies, and will result in the termination of your student status!
